Any specific tips for a chihuahua puppy. He is so tiny that I fear I cannot find a fitting colar/harness, but am getting scared to lose him when I pick him up because if he is not sleepy he can be a happy, jumpy little boy.

We love our house line and long line. We use 550 paracord, bright orange (it even has reflective properties), with a standard clip on one end. Super cheap, super visible, super durable, super strong, and doesn’t get caught on much at all. You can buy 100 feet for under $10.
I feel sorry for your puppy being in a crate so much. Can’t believe you make them sleep in a crate.
